The theme of APORS'91 is "OR: Making Decisions for
Winning Victory"which attracted a great number of authors submitting
their papers to the conference. About 350 papers were collected by the
Program Committee with authors both from APORS member countries (areas)
and countries widely dispersed over the Middle East, Europe and the American
Continents. Over 300 participants attended the Conference, presentation
papers distributed in sixty-five sessions, with eight sessions convening
in parallel. Subjects of the papers covered almost the whole area and
all those aspects concerning the theory, techniques and applications of
operations research. 65 papers presented at the sessions have finally
been selected for inclusion in this volume and were arranged into ten
chapters. Each chapter is made up of papers with correlated subjects.
It ought to be admitted that owing to the diversity of subjects involved,
it is often rather difficult for the editor to set lines of demarcation
between chapters and to name the chapters' titles appropriately. I must
apologize to those authors whose papers' subjects might not match so well
to the titles of the respective chapters.
