Hailar City is the capital of the Hulunboir League of China's Inner Mongolia Autonomous Region. It is the League's political, economic and cultural center. Located at the western foot of the Greater Hinggan Mountains in the Heart of the famous Hulunboir grassland, the city is close to the Northeast China economic region in the east and the two countries of Russia and Mongolia in the west. The distance from the city to the major entry ports along the borders is approximately 180 km. It covers a total area of 1440 sq.km

Human traces dating back to over 10,000 years were found in Hailar River and Yimin River valleys, indicative of aprimitive culture with distinctive local color. Here is one of the birthplaces of China's northern nomadic tribes. During the Qing Dynasty "Zakeda" was selected as the site of a city for trade. It was first called " Hulunbuy'er", meaning the " Hulun City".As the place is close to Hailar River, the local people named it after the river. In 1903, the Chinese Eastern Railway was opened to traffic. A depot was built at the north of the city and given the name of " Hailang Station" which was a transliteration of Hailar. Since then, Hailar has become the formal name of the city.

Hailar is assuming an ever greater pivotal role with the implementation of the strategy for border development and the daily broadening of the scope of openingto the outside world, as ht ecity now has a well-developed urban infrastructure, a network of far-stretching land and air transportation and convenient tele-communication facilities.

Hailar has a wealth of mineral , biological, water and tourist resources. Minerals include ferrous and non-ferrous metals, rare metals and non-metallic minerals. Its deposits of high-grade silica sand-stones aamount to 75 trillion tons. Its coal deposits are also tremendous, and the four big mines being opened in its vicinity will become China's major energy bases. Biological resources include many kinds of precious and rare wild plants and medicinal plants. Water resources are also very rich. The annual volume of flow of the Hailar River and its main tributary the Yimin River, with a combined length of 1000km, and more, totals 3.1 billion cubic meters, and the net volume of subterranean water reserve surpasses 300 million tons. Situated at the converging point of the Greater Hinggan Mountains and the Mongolian highland, the Hailar city is surrounded by hills on three sides, having one river flowing through it and another skirting it. The Yimin River running right through the center of the city is clear and tranquil. The mysterious forests along its banks, the beautiful prairie, th eenchanting lakes, the unique and antiquated way of life of ethnic minorities, and the hospitable, always smiling and straightforward Hailar people combine to form an attractive panorama for the tourists.
