  This is proceedings of International Symposium on Strength Theory: Application, Development and Prospect for the 21st Century that was held in Xi'an, China in September of 1998. The symposium aims to provide a forum for exchanging information on the latest developments in the strength theories for engineering materials. The response to call for papers was overwhelming and over 250 abstracts were received. Eventually, about 170 papers were accepted for presentation at the symposium. The authors of the papers came from 16 countries and regions including Australia, Bugalia, China, France, Hong Kong, India, Thailand, Iran, Japan, New Zealand, Singapore, Sweden, Taiwan, Yugoslavia, UK and USA
