Implementation of the plan has proved that the building
of the shelter belt networks in the Sanbei Shelterbelt Regions is a system
engineering project. The intension and extension of this project, namely,
all the relevant systems and sub-systems and various factors affecting
the project, are inter-dependent and inter-transferable as well as mutually
promotive and restrictive. To build up shelter belt networks of the ecologic-economic
type, it is essential to apply the fundamentals of system engineering
and to correctly understand and properly handle their interrelationship
from the macro-, intermediate-, and micro-economic perspectives and according
to their inherent laws, while guarding against one-sidedness or Unitarian
approach. Special attention should be paid to he integration of agriculture,
forestry and animal husbandry, of soil, water and forests, of trees, bushes
and grass, of shelter belts in different sizes and shapes, of different
types of forests, of different varieties of trees and of forestry, industry
and commerce.
