This book is a summary of more than 30 years. It will guide the readers
to drive some new concepts from the traditional data processing. Specific
and new methods shall be initiated for the forecasting workers, such as
monic polynomial, principle of commensur ability, and negation of randomness,
which should bring the best information fidelity. Many examples cited
in the book may provoke great interest in public and scientific community.
As for natural science, there are examples of Goldbach conjecture, inference
of matter structure, rest mass of neutrino etc.; while for social science,
there are examples like forecast foreword's petroleum and gas production,
fresh- water supply, population, and AIDS. Nevertheless, the subjects
of the book always focused on forecast of earthquake, flood, drought,
and other natural disasters. Five parts: Philosophical Background, Theory
system, practice of forecast, forecast and operations research, and forecast
and assessment constitute the frame of the book.
